There are more than 300 hookah bars in the U.S. right now including many in Texas. Before jumping into a business like this, I suggest visiting a few hookah bars to see how they operate. Try to speak with the owner if you can to get the inside scoop.

there is one around here, privacy is a big factor. a lot of kids like to be sitting in a room with a curtain so they can talk, kiss, be drunk together, etc while smoking. drinks are also a big hit at the bar --- because to be honest you would think a snapple would be like $4 and its only $1 so every kid in the damn place has a drink. the idea of ordering food and everyone must be there before a certain time is a great idea. also a dark setting also gets kids more in the mood to smoke, and to buy more hookas in my opinion. good luck.

OK, seriously considering something like this, although one thing noone has mentioned yet are the "Clean Air" Ordinances popping up around the country like crazy lately. You might want to check your local ordinances for laws prohibiting smoking in any indoor establishment. After browsing my cities ordinances, I have come up with several points to ponder.
First, Smoking is NOT ALLOWED in ANY indoor building for public use. EXCEPT... Private Clubs... Definition : “Private club” means an establishment, operated by an organization
established for patriotic, fraternal, benevolent or recreational
purposes that does not employ any employees and provides goods or
services to members only.
Currently, the ordiance states that private clubs are exempt from the clean air ordinance.
After researching the matter a little more, I found that many "bars" in Utah are actually private clubs, where patrons pay $4 for a 2 week membership (similar to a cover charge)... Bar owners have used this to their advantage. So, why not sell permanent memberships to a hookah lounge? Something like this...
"One free bowl of tobacco for a hookah with purchase of a membership." If the membership prices and the costs of bowls are the same price, then customers will not feel ripped off.
The only downfall to the ordinance is that no employees are allowed to work. Which means "employees" will have to be owners, shareholders, or some other legal definition to where they are not actually, employees.
So, do you think this will work, or will the city restate its laws to force me out of business?

Well here in colorado they passed the smoking ban a little while back, meaning that no one can smoke inside a building at all, however we still have quite a few hookah bars. I haven't done any more research beyond that, but its obviously still possible to have one, and they are not private membership clubs either, as far as i know. I would suggest you find some hookah bars in your area, or call up some if there isnt any around, and ask the owner some questions, that would be the best way to get your answers answered.
