How often can one change their Mission Statement (without looking unfocused and foolish)?

I think its subjective to each person. But if a company is changing theirs dramatically every 5 years or so I'd be a bit worried. I also think it could/should be tweaked every 5 years or so to adjust for new business practices and technologies.

theres nothing wrong in changing your mission statement, businesses will need to inorder to survive, and keep up with change, so if a business didn't i'd be more worried.

Mission statements usually don't change, much atleast.

Their goals can change though, atleast this is what I have read somewhere

You need to keep your mission statement relevant. AOL once had a lofty mission statement.

AOL's 'global medium' became what is today known as the internet and it isn't owned by AOL.

And for a while they really thought THEY were going to be the internet. Everything was going to be AOL!

No they aren't permanent as such but they should only be tweaked and not drastically changed unless the business has complete moved into another section however this would take time and during that period the mission statement should be tweaked and not left so potentially new customers can see the new direction of the business etc.

Changing your mission statement is up to you, but keep this in mind: your mission statement is the very core of your business. If it changes, your whole company changes around it. Too many folks change a mission statement just because; don't get caught in that trap.

You can change your mission statement, but you shouldn't do it very often. It would sometimes cause confusion on your goals and operations. It would be up to you. With the changes in our time, it is inevitable that some companies change their mission statements. Just remember to keep your goals and your company in changing it, making sure that the new mission statement will not contradict with the goals you have or the image your company is buiding.
