You should really try to do some other type of marketing first. You are directing people to a forum with no posts. You should try recruiting posters for your forum, making posts yourself... or even creating a few fake accounts just so it looks like people use your forum.... Don't send people to the gorcery store if you have no apples...

Well I am giving away free ad space for people to register and put small bios on my webspace. How much better can you get than free?

free = worthless.... people dont always want free... they want quality... almost every forum is free... you need to define yourself... spend more time woking on your forum. Put 2-3 months worth of work creating post, finding content... give people a reason to use them... they are not going to use your forum just because its free... for every 1,000 forums made... 1 gets decent traffic (my opinion - not based on fact)
