Not bad however the website is off center "possibly the point" however try and go with a liquid layout, on a small monitor the website wont show and inexperienced web users wont see much, I have a 19 inch monitor and I don't see much and I have to scroll.

There's lots of fabulous tutorials, not just CSS, over at the W3 School:
    W3Schools Online Web Tutorials

Without pulling down your main style sheet (which you referenced twice - delete the duplicate <link>call for it), it appears the on page style you have setup for #NAME element (bad naming convention btw, shoot for all lower case, per the standard) has the 'top' attribute starting point at 468px. Just know that most browser windows (the 'interior' of the window) are going to conform to a 940x600 standard, if not a bit wider. Plan for your fold to end at roughly 500px and you're sure to maximize your usability and ensure no scrolling for the vast majority of your visitors.

If you are going to an above the fold look, but sitting on the bottom of the fold, shoot me an email and I'll help you out with the CSS styling. joshua [at] joshuaajones [dot] com

It's not really that complex, just too much typing for now
