they both look like professional sites. did you do this yourself? if so what software...on the criminal background check the menu bar is a little spaced on "help" other than that it looks good from what i see.

I would incorporate the login panel into the banner in order to make the body text more readable.

I dont think the login panel should be as prominent and its not worth the effect on the alignment of the body text in relation to the footer and banner.
