Login + unique content?
Websites like Trainhero and others have a pretty nifty database feature where users submit their info, an email is sent to them to confirm, and they receive unique content in future logins.
I have web hosting with SQL servers, but I'm not sure where to learn more about how to create a website with user logins and unique user experiences. If anyone has any insight, suggestions, or knows of resources that can get me on may way, please let me know.

I use Drupal for some of my sites. They have built-in user management which allows for a good deal of customized content based on user, role, etc. Might want to check out Drupal.org.

Based on your question, I would start by picking a language. PHP is by far the most common at the moment (and for good reason).
The next thing you need to do is learn SQL (Server query language). Not terribly hard to get started in either.
An experienced programmer can whip out a good prototype site in 24hrs, but getting to that point takes a lot of time, and practice, and stock code.
Search Google for "php beginner tutorials", and start there. I'd be more then happy to answer specific questions for you when you start learning.

I am a web developer. I've created websites that have logins and sends emails. If you are familiar with .NET or have a programmer that can code in .NET, I can help you out with some sample code.
I use .NET's built in library, System.Web.Mail.

I'm not familiar with these languages. I'm going to school for law, so I don't have much free time. I tried installing Drupal on a Mac, but it had permission errors on the install and weak online support.
Are there other sites that make a CMS as a SaaS? Weebly and Webnode are pretty good, but still limiting.

This seems to me like a pretty standard user signup and confirm setup. There are multiple ways to achieve this, the easiest being to find a pre-made Content Management System (CMS) that meets your needs. The alternative is coding one yourself, which can offer more in the way of flexibility but will require both work and knowing a programming language.
To compare different CMSs, I use cmsmatrix.org . This website shows all the features of different CMSs and you can compare them side-by-side.
