The owner has to renew it before 11/30/2007 after that date it is open to anyone to buy. So if you have an eye on a domain that expires on 11/30/2007 then after 11/30/2007 you can buy that domain name and own it if the owner havent renew the registar.

Unfortunately, it's not that simple. There is a long period (approx 75+ days) after the expiration date that a domain name is made available again. Here are 2 diagrams showing the life cycle.

http://www.domainsbot.com/images/lifecycle.gif

During the Grace Period and the Redemption period, the domain name can be renewed. Only during the Pending Delete stage can it not be renewed. That 5 day period is when all the domain name hounds have set up their scripts and partnerships to grab the domain name to start tasting it. Depending on the registrar, a domain name can be registered, then refunded after 5 days if the domain register decided to. So, during that 5 day period, the domainer can determine if the domain name is worth keeping or not.

Domain tasting - Wikipedia, the free encyclopedia

Believe me, it's fully automated, too. As soon as a domain name is registered, it is immediately set up to be hosted using one of those cheesy "search type" landing pages.

Examples:

download music
aax
army combat uniform
atf.com
doi.com

During the 5 day tasting period, if the domain name received an amount of traffic that the new owner is happy with, then the domain name stays registered. If not, refund! If you see DNS records that say Ultsearch or Hitfarm, those are two of the largest domainers in the world. If you want to read how they got there, check these links out.

Ultsearch: Masters of their Domains - December 1, 2005

Hitfarm: Kevin Ham, the $300 million master of Web domains - June 1, 2007

Now that you've picked your jaw off the floor, how does it feel knowing that domainers are probably the main reason you CAN'T find a suitable domain name any more?? They suck, but they are smart and I gotta give them their respect...but they still suck!
