The cheapest is not always the best. I've had so many nightmares with crappy hosts, crappy support, crappy overloaded servers, crappy spammers sharing a server with me and getting my IP blacklisted, etc.

Out of the last five hosts I've had, KnownHost has been by far the best. I have a VPS with them (more expensive than shared), but they also do shared hosting. It's probably not expensive, and the support thus far has been phenomenal.

Can't say I've had much experience with budget hosters. However, if you're not too knowledgeable about web related things starting out, you might consider Polurnet. They're UK based, but I think they have an office in the US or Canada. They practically hold your hand when you encounter some strange issue with your site you can't figure out, and they've responded to our emails even when we made them at 1am in the morning. Overall, I feel their prices are quite reasonable given the level of their service, which if you're serious about doing business online, service is probably going to really matter to you.

Do you have $10/month? Keep in mind that cheap does not equal quality.

business takes time to build. it is good idea to host your site in yearly basis. It is to help you to focus on your business.
and cheap is nice option, but considering quality is a must too.
you can get professional hosting, nice quality, but nice price option at Done To Buy::24 Hours Support,Value Hosting, professional hosting, domain registration Service,Hosting account, phpMyAdmin, file manager

How cheap is cheap and what features do you require? Do you just want an online brochure or do you want to have a regularly updated website or perhaps sell goods?

I would probably recommend something like dreamhost, powweb, or Godaddy (deluxe shared not economy shared) for affordable hosting that will have a lot of features which is around $7/month. However, the cheaper the hosting, the worse the support seems to be.
