    How many keywords?

What is the ideal number of keywords for meta tags? I have read that Google penalizes sites that have more than 8 keywords, but I don't know if there is any truth to this.

You have heard incorrectly. You can have thousands of keywords. However, if you dump them all into one campaign you will find it hard to get a good quality score. It you have a low quality score Google will require you to pay more for your bids. You should go for as many keywords as are relevant but break them up into smaller groups or related words so the ad and the landing page are more in tune with the ad. You will have a higher score and will be allowed to place lower bids.

It's better to keep your keywords to not more than 15 and distribute other keywords on different pages of your webpages.

From my experience I optimize each of my pages for three different keywords. Your entire site can have multiple keywords but each specific page should have only a few keywords that you optimize for
