That is what I get when I login to Google Adsense with my Google account.

What can I do to put Adsense on my blog?

Sounds to me like when you applied for adsense, they never approved you for some reason. Did you happen to get an email from them? If not, I'd go to their support and ask them about it. Hope it works out for you.
