Are you actually suggesting this is unethical in any way ? What does Google do when you type Google.com in uk ? does it take you to Google.com or google.co.uk ? Geo targetting and ip delivery has been a very old debate in this industry (as long as I can remember). There were many points made for Geo targetting by prominent people in this industry like Brett Tabke (webmasterworld) or Danny Sullivan (Search Engine land).I have no Idea how Google dint spot redirects and content duplication of these 2 sites and added they rank well in Google listing instead of banding these sites.
In fact Google has changed its guidelines and focuses on intent of ip delivery. And just for your knowledge, Google is aware that we are doing ip delivery to target different users and website. Also the content on all our different websites (which targets different regions) is localized and has different pricing or different writing styles - which suits local audience.
