The foremost priority for any Outsourcing company is to set an offshore center which has the best of technology and talented manpower to execute software development. In this context, India has established its hold on Offshore Software Outsourcing along with Russia and China. But she has countries like Philippines eyeing for competition in offshore outsourcing. It is proposed that the competition is due to rise in English speaking community in Philippines. What can be the other reasons for stringent competition and how can India reach the number one slot in Offshore Software Development?

I would have to disagree. I assume you're discussing outsourcing of software development, as different industries have different interests when outsourcing. (An example that comes to mind is the textile industry. Are underwear producers REALLY concerned with technology when outsourcing to China?)

And even in the outsourcing of software development, I would have to disagree. If the foremost priority in outsourcing is "the best of technology and [most] talented manpower," Americans would "outsource" to ... America.

When outsourcing, the foremost priority is price. However, there is a minimum threshold of quality that is required, which is met by a combination of technology and developer intelligence and abilities. Additionally, communication, legal, and other barriers must be considered.
