Page building question

I'm fairly inexperienced when it comes to page building but I'm building a very simple page so I'm trying to do it myself. I'm using Frontpage and I've basically created a page which has a few layers which makes it easier for me to move certain sections around on my page. They look great when I have the page full screen to preview it but if the window is not full size, the layers end up way off to the right whereas everything else stays centered. Should I do away with the layers or is there something simple I can do to make sure they stay centered? Or would it be easier to just go with a Host that provides a simple page builder to begin with?

A page builder is usually compatible on most browsers. Which can be annoying issues.

Frontpage is a terrible program to use for web development.
It uses a lot of proprietary tags developed by MS that are simply incompatible with most browsers, including IE7 for some odd reason.

If you don't know anything about webdesign it's best to use a generator, and then upload it in one large chunk.
Sure, they're poorly designed, and totally unoptimized most of the time, but at least it's a site that's done better than you can do it on your own without spending AGES learning Web Dev.
