I would look into Joomla. It is a CMS based web design solution. It has a large community of developers who offer free extensions and others are paid. Joomla! and here are classified ads extensions Classified Ads - Joomla! Extensions Directory .

Yes trust me. The support community is large. Any issue I have ever had has been answered. What you need is a server with PHP 5 or higher and MYSQL installed. Build a database (Godaddy makes this easy for beginners). Go to joomla.org download the install file (on homepage). Unzip it. Upload it via a Filezilla. Go to your domain.com and it will come up with install. Go through the instructions and than you are done.

The are large template designers if you want a better templates.

For one of those scripts go to joomla.org and pick one of the free ones. Download it. Do not unzip (for most of them). Go to you modules -> install.com Click browse files and pick the script.zip. And click install.

That is it.

If you want to learn more there are many knowledge people on the joomla.org forum.

Joomla is for building website, not specifically for classifieds, unless you use 3rd party module which sometimes is paid or free. You need moderate php/mysql/linux experience to install/setup/configure. I have tried it myself and I thought it was hard and almost gave up. Also it's very old school, no comparison to web 2.0 cms nowadays. If you are looking for classifieds script, I would recommend datingsitebuilder's classifieds hosting.
