Am I asking for the right price?

Hi guys this is my first post, but I've been lurking here for little over a year. I need advice on my current job.

You see I'm 21 years old and have an associate degree with an A+ and Net+ and some microsoft office certs. I'm in the process of obtaining my CCNA and have passed one of the exams so far and plan to take the second one soon.

Anyways I work for a small construction company, 4 locations, 133 computers, 4 servers. I was first hired as a temp to help out my boss, well with my ability it turned out to become a full time job. At this job I am the help desk if there is a problem with anything I'm supposed to fix it. I maintain the whole network from VPN and routers to the lowly hub. I set up job sites and dismantle them in urban areas that I commute too. I also manage the company website, email server, terminal server, and there database server from automated tasks to backups etc etc. When new poeple are added I must give them access, create them an email etc etc.. When the server goes down I'm expected to fix them as with the network. I've also pushed myself to learn the basics of crystal reports, to create custom reports for the company that uses the SQL server. I've gone out of my way to troubleshooting the phone network and programming some of the telephones.

I live in a poor area allegany county, we used to be the poorest county in new york state. Right now I'm being paid 24k a year, I share a office with an annoying co-worker and the desk I use, I'm not allowed to use the drawers because there "his" drawers even though I been working here 10 months. Since I started working at this company they have canceled there subscription with the consulting service they used and are saving $7400 a year. All this consulting service did was update and defrag the servers and test a backup once a month. They appartently have a trust issue with me to, I had setup an internal email server with the database to email poeple when they had work to do, I made the suggestion that we could use the internal email server to help offload resources from the other mail server for just internal company use. Only to have my boss ask me if I could read the poeples emails on the server to which I commented yes, she said dan our comptroller will never allow for that. Even though I already manage the other company email server and if I wanted to I could right now read emails my boss knows this and she tells me don't let dan know.

I feel that I'm giving this company way to much for what they pay me. I'm thinking of asking for 35K considering the area I live in and the work I provide I feel it is pretty reasonable. I've talked to my boss about asking for more money and she said I would have to a meeting with the comptroller and the president, while at this meeting I will have to go into detail why I'm worth 35k. Just recently I sent an email to my boss telling her the amount I was going to ask for 35k to which she replied that she thinks I wont get that much money. Her reasoning was I was hired as a temp orginally, that I am a computer support specialists and under the labor ny website starting in 32k and for me asking 35k is to much and she was going to tell the president and comptroller this. I couldn't beleive my boss at first when she sent this email, but after thinking about it I realized that my boss fell into her job and was orginally an accountant she has learned computer programming but only basic stuff I beleive. Friday I quickly discussed with my boss that I wanted to talk to her about the email she sent back to me. My boss is a really open person and understanding but on the same token she doesn't even know what a A+ cert is. I guess my real question is how to I go about explaining this to my boss, my job and then explaining it to the comptroller and president. I've never asked for a raise before and this is all new to me.
