My Business Financing is a Go!

I am in the process of starting a taxi service in a suburban New York area with a commuter railroad line. I have previously driven for a taxi company and did quite well financially. However, I am now in the position to become my own owner/operator.
I am now researching the process to make my dream a reality. I am having difficulty finding livery/taxi regulations in Dutchess County, New York. I am in contact with the local DMV and am awaiting a response from an on line inquiry concerning registration of the vehicle and obtaining livery tags.

Is their any one on line with experience as an owner/operator of a taxi company, who can provide me insight into the legal process of actually registering my company and getting my first vehicle on the road?

Any advice will be highly appreciated.
