Search Engine Site

How and where would I find someone to crate a website for me. I need the site to be a search engine based web site marketed to be the hompage for young children as they start to use the internet more often. Ideas?

First, get a web hosting provider (like Dreamhost, GoDaddy, etc) then get a template (free - oswd.org, money - templatemonster.com). Then use a free html editor like nvu (at nvu.com) or you can buy Dreamweaver or Microsoft Frontpage

I would like to set it up like a Yahoo with menus on the left directing kids to affiliated links for a number of categories. Mainly education related Categories Such as Math, Weather, Movies, Encyclopedia. I would like the front page to be interactive with new articles related to younger kids. I remember a weekly paper we got in elementary called the Weekly Reader. I would like the site to run articles like that. The search engine would be filtered with sites that will be pre approved for child use. I would also like it to have e-mail capabilities for a child to establish their own e-mail address. Finally I would like it to have banner advertising. As far as technical specifications I am not sure, what would be the regular QPS and Data storage size for a site?

Ah, upon reaching the requirements for your search engine, that is a bit over my head. I can tell you, it is more challenging to build than it may seem, and it will cost you a bit to implement. But, I think it's a good idea for sure. Good luck finding someone!
