To be honest, the best way to attract traffic is to give them some content, some reason for them to want to come back to your site, anything else is just lots of opinions.
But, yeah a little bit of html wont hurt but it really just take about 10 minutes, the rest should be concentrated on not overdoing it.
In the end, the less you know, the better! Just make sure your site has some unique and top content then let Google find you, which they will.
Concentrate too much on making search engine friendly pages and it might backfire on you.
The main thing is, add some freshly written content every day or at least every week and you'll get your traffic.
