Content is very important. Most people do not design sites with seo and content in mind. They use graphics in areas that in return forces the developer to want to cram al lsorts in the wrong places.

Search google for hotspots and take a look at CSS sites.

A good developer plans the site first and then develops a mock up flat images which then gets sliced into the real thing.

Always remember to lay out your text first before addin graphics.
