there is nothing fishy about it. you could compare it to a Health savings account. in a health savings account you set money aside in a dedicated account that covers your deductible, some employers even match percentages of your contributions. With the CDRP (collision deductible reserve plan) IDA holds a service contract that will pay for collision deductibles.
