No. Start up knowledge is free, just search online, and ask the forums. The only thing I am willing to pay is expert knowledge, such as a lawyer, or an accountant about setting up a company, taxes, or legal advice.
They would have to have their own track record of experience and success.
I would not pay for advice, there are so many good entrepreneurs that want to help for free.

1. Go to the library and get books on startups.
2. Go make friends and find mentors who can help.
3. Learn through experience rather than just listening to others.
I don't know if I would necessarily say "pay for advice" but I do believe that every entrepreneur and person or persons starting a business needs a mentor. There are so many free and paid places to receive start-up business advice, but the best thing is to balance where you receive your information from, what pieces of information you take with you and use to guide you, and who is your mentor and "hero" which you model your business practices after.
NO, NO, and NO. If you are motivated and a true entrepreneur then you will not pay for advice. The best advice is given for free! From experience.
It would depend on the situation, but I would have to say probably not. Finances are usually very tight when starting a business, and there are an abundant amount of available free resources. I know the resources may not be as valuable as paid advice, but using scarce resources for advice would be a difficult decision for me.

I think that there are so many ways to obtain "free" advice on any topic, this forum is an excellent example of that. However, caution is required as with anything. One must do their due diligence. Consider the advisor. Review their experience and sources. I would not take anything at face value until you know and are satisfied that they are creditable. For example, when researching a legal topic, I personally tent to got to .gov sites first then seek clarification from professionals if something is confusing.
I really don't see the need to pay someone for instruction. Hit the proverbial books.
Definitely, there is a slew of mentors,coaches,and investors who's connections and pure knowledge can put you light years ahead of the guy who is doing the same thing on the otherside of town,so to speak. With enough "buzzworthy" talk surrounding "your name,your company in association with your name" can definitely launch you into the stratosphere of those who are willing to not only invest, but can become apart of the "pool" of what those in the industry call "friends and family". So yes, it is important to pay for advice. In the history of business there has been those(for instance,in some sense,the story of Proctor & Gamble) who have paid for advice by as @AllenCheng stated "equity in exchange for funding".
