What should I expect from a performance based sales manager/trainer

Please note: Performance based is a fancy way of saying commission only.

Anyway, my question is, "what is the role of a team leader/sales manager/sales trainer". I am not sure what's the appropriate title of the person should be, but, I know I need to hire someone to be my right hand.

Here is what I am looking for.

I need someone to create sales training material from some info products I have. I assume the person who write the sales training material should teach it since they would have the most knowledge of the material they create.
They would basically be responsible for the training, commission structure, policies and so on.

Is this feasible to ask of a sales manager/sales trainer/ team leader, or, is that not their responsibility?

    Hi,
If you consider responsible for training, commission structure policies and so on i think it would conflict with the HR role of that organization. I consider their responsibility is to maintain the existing customer/client as well as win-back customer/client.

In a start up? In my mind if an organization doesn't have expertise in a particular area like training sales and they need material created then a sales trainer would be the one to be able to create commission structure policies and the like. Especially, in a new sales environment in incubator stages. Even if we were talking about a large corporation I would think it would be wasteful spending to have human resource do anything that has to do with sales. That is not the role of HR in my view. Their role is to do with handling current and new employee problems. Sales manager/trainer would have intimate knowledge of how sales work and they could synthesize the numbers, policies, and, train sales people based on the material that person created. Just my opinion.
