While I do use Tempo, I find that the first step is to have honest contractors! The Tempo tracker only tracks what the contractors tell them to track.

What do you mean by Tempo? Do you have a link?

A little tip, most of the web monitoring software is sad to say, flawed. So better check out every possible candidate first before deciding to use it. You should make sure that it is the perfect tool to use for your business. TimeDoctor is a good tool for this.

Freelancers definitely need to have some form of monitoring with their time and tasks at work. As a manager of a group of freelancers, time tracking has also been one of the major things I am looking at. It helps keep every one organized, be more systematic and most of all productive.

I think you should check out Replicon’s time tracking software. It provides time tracking in a system that makes it almost a joy to set up clients and prepare data for billing. It's easy to export your time tracking info to QuickBooks, etc.

If you are managing huge pool of resources then its necessary to have an automated software coz i personally thinks that a human mind can only work up-to a certain level efficiently. Working hours, holidays, salary, etc must be in records of a manager so that he can easily track out resources at the time when required. A resource planning & scheduling software can assist managers to manage resources [eResource Scheduler]. It can filter resources according to the requirement, can give you financial & forecasting reports so that it becomes easy to identify those resources which are sitting idle or which are over utilized.
