Ordering small quantities of clothes?

Hello everybody,
I am starting a clothing business.
Would anybody here know how they would go about ordering small quantities of clothes?
I have managed to find a lot of suitable manufacturers, but they all require a minimum order quantity.
Specifically I am looking at jeans.

There are many wholesalers who can assist you with a small quantity purchase without going directly to a manufacturer. Manufacturers will want to sell you in quantities of 5,000 to 10,000 pieces. A wholesale can bring that number down to 50 to 100 pieces. Also it all depends what kind of jeans you are looking to sell and what do you call a small quantity[50/100]. Now days jeans comes in many styles and cater to various groups of people. You have Juniors, Adults, urban wear, casual wear and so on. Generally when purchasing in small quantities jeans will sell in a dozen, and each dozen will have the various waist size, 24, 26, 28, 30, 32, 34 in pairs.

Thank you very much for your helpful advice.
Actually, I am hoping to get them made semi-bespoke so the leg and waist size will be different for each one.
I am aware that the price per jean will be a lot higher if made individually in this way.
