Obtaining Resources

I wanted to create a game app for facebook. Something a little different. However, I do need it to save the info a user inputs such as in farmville (the crops continue to grow even if the user is not signed onto facebook).

How am I able to get resources (for minimum costs) to get a team to help me create and maintain the app?

If you have technical knowledge please also include the various programs/languages that will be required to complete the app.

Outsource, some Indian agencies are really skilled. Ask around and use someone trusted, then draw up a contact and nail down some payment milestones.
