Talking New business: bringing new technologies to market

We would seek out revolutionary and useful technologies developed in university or professional laboratories, and use these technologies in the market place. For example: upon learning about research done in a university that improved lithium ion batteries, we would contact the university and help them bring the idea to market. My questions are as follows:

    1. Are there already businesses that do this?
    2. If so, what are they called, and can you give examples?
    3. Would it be better to license the technology from the universities?
    4. How does this usually happen? Do the universities themselves start companies that utilize the technology, or do they usually sell the technology?

    1. Yes
    2. Google
    3. Yep, that what Google did
    4. You need to be part of University, participate in prototype development program, sell it to Venture Capitalists and wow you go...

Nope, I'm trying to explain how the thing works. Take for example Google history - Corporate Information - Google Milestones
What they actually did, was to take a Page Rank algorithm which was patented to Standford University and was used to evaluate professors to a search engine.
