Franchise, License, or Affiliate

Hello,

My business partner and I are in the process of expanding our business. We operate a community website with news, a discussion forum, and a variety of other local content.

We're trying to figure out if the best route is to franchise, license, or somehow do an affiliate type of program.

Basically, we want to be able to allow other people to use the same concept/design, etc. in another city -- not using the same name, however. So, for example, if our website was NYC Connect, and someone in LA wanted to do something similar in LA, they would use the same (or very similar) designed website, just with a different name and logo.

What, in your opinion, would be the best route to go?
