I don't have any experience with that particular company; however, I question the need to hire a consulting company to set up an HR department for a company with 20 employees. What specifically are you looking to accomplish with your HR department? Many companies of your size either hire a single HR employee or use an attorney as the "HR Department", which is what I would suggest in your situation without knowing more about your company. Best of luck.
