What type of training have you already done?
Will you be developing the graphics, doing the back-end programming in PHP/ASP/ASP.NET/etc.?
You can develop web sites in tools as simple as NOTEPAD, since they're all text-based.
For graphic design you can use high-end software like Photoshop, or free software such as GIMP.
You can learn web development from sites like killerphp.com or many many others. GIMP is good for graphics, as Josh said. You may want to learn a CMS (content management system) well to deploy websites quickly and benefit the customer.

I am very frankly to say that adobe photoshop and macromedia dreamweaver and i consider them as the best for web design.
If you want to set up a really easy and free site then Weebly.com is pretty good. I've used it a couple of times.
If you want something a little more complicated and are able to host it then I'd recomend Joomla. I've made some great sites with this in the past and it's really easy.

This is good advice.
Plus, you might have to consider incorporating some SEO techniques and a/b split testing while building websites. It's what web developers lean to nowadays.
HTML5 and CSS3
Eclipse + Java for code
GIMP for graphics
it depends what you exactly would like to do ?
if you are thinking about website design then follow tip written above
if you think more about coding then you can use GETSIMPLE, WORDPRESS, basic training you can get from w3schools.com
GOOD LUCK
I agree with Itoutsourcing. Photoshop and Dreamweaver are what I use.

Hello,
All replies are very useful for everyone.
Pick a server-side language like Python or PHP and learn that really well, then master a CMS like Drupal or WordPress to quickly knock out the simple sites. Of course, you should also know the basic skills like HTML, CSS, and Javascript.

You can't go wrong with most of the Adobe Products. If you are enrolled at a University you can pick up a lot of software through Microsoft Dreamspark for free. I am not entirely sure if the EULA prohibits commercial use, so you would have to do some research on that. Microsoft Expression is on there and works very well and is comparable to Dreamweaver. You can also get Dreamweaver, and all of Adobe's software, for much cheaper with student discount. Paint.NET is an amazing free photo editor that has tons of plugins. Definitely worth a download.
In the end, it won't cost you anything to have the best tools. Web development programs are more "supplements" rather than tools. They just aid by making things a bit easier. If you really know the code, you can program an amazing website in notepad. However, Paint.NET and Dreamweaver/Microsoft Expression work great to make things much more user friendly.
As far as what code to learn it is a good idea to have a good background in HTML, CSS, PHP, and JavaScript. There is more, but I can honestly say nearly everything can be done with those and is compatible across 95% of the web. CMS is also very important and popular right now so that is good to learn. It is not a language in itself, but rather a pre-built system using other languages. Wordpress and Joomla are common ones.
Good Luck,

There is actually a cool tool called Snippet Bin. This speeds up your coding a LOT!! It would be a great addition to this list.
