What kind of site are you looking for? Some places are better than others, depending on what you want.

Be very careful about approaching your website project with a simple call for "web designer help". I think it's very challenging for anyone to respond to your enquiry without additional information. Can you elaborate on your requirements?

    What is your budget?

If you're looking to do it all for free I suggest opencart or wordpress.

If you are looking to spend money, we're going to need to know how much you want to spend to better help you find someone.

Stay away from those businesses like web.com. They will overcharge you crazy prices. I have a client that was paying $80/month. He canceled his website, wanted the domain, and they said he could buy the domain for $150 from them.

Stay away. This should be illegal

I would advise to not go for outsourced companies that are dirt cheap. They tend to have a lack of English and produce poor quality work.

Here's a site that might help you in all ways possible: brandsforthepeople.com. They are mostly dedicated to those who are just starting their venture. Good luck!

There are some basic tips for web design. I hope you will use all these good and useful techniques while making a site.
1.Use graphics that fit the content.
    2.Think small.
3.Do not use images that blink.
    4.Stick with standard layouts.
5.White space is just as important in a Web layout as it is in a paper layout.
6.Serif for headlines and Sans-Serif for text.
7.Use your graphics as elements in your layouts

My best experience is still with local companies (or freelancers). Why? Much better trust level, face to face meetings where you can bring in your needs (and they theirs) and with any problems easier to contact. Most freelancers offer good prices because those people are the same that operate on the internet.

What ever you decide make sure the agreements (your desired design, fixed price or hourly rate etc.) are clear and that you know with who you are involved (ask for portfolio, recent work etc).
    Never forget:

    - Failure doesn't mean you are a failure it just means you haven't succeeded yet.

    - Problems are not stop signs, they are guidelines.
