Hi!
According to me, there are some basic tips for web design......I hope enjoy all......
1.Use graphics that fit the content.
2.Think small.
3.Do not use images that blink.
4.Stick with standard layouts.
5.White space is just as important in a Web layout as it is in a paper layout.
6.Serif for headlines and Sans-Serif for text.
7.Use your graphics as elements in your layouts.

Graphics can be more than just graphics when you use them as actual elements in layouts. Writing for the web is different from writing for print. People skim online, especially when they first get to a page.

A clean layout that uses a lot of white space enhances a site"s look and readability . the layout should also keep the focus on your content . use fonts that will be available on all computers to prevent your site looking messed up. we recommend the use of Dreamweaver templates for website design consistency

Speedy pages are always important . no matter how fast the average connection is for your readers there is always more data more content more images , more everything for them to download . the thing about speed is that people only notice it when its absent . so creating fast web pages often feels unappreciated but if you follow the tips in this article your pages wont be slow and so your readers will stay longer .

extra tip..
with using colors...
i have worked with European clients who want the design and colors more toned down.
with SouthEast Asian clients however, they preferred more colors and more stuff on the website..

What I mean here is it is important to consider what design will be considered more eye-catching for the target market.
Of course, there are still the basics where you place important content on where viewers look at first
and having a clean layout so everything can be read and seen.

Agree with 1, 3, 5, 7 (same as 1.)
Standard layouts throughout the site -- e.g. 3 column layout with header/footer ... but 2 column layouts work on certain pages (e.g. contact us page, about us page)
use web safe fonts -- there are MANY MANY more fonts that can be used thanks to Google !! check it out ... Google web fonts
