you can actually get a a template design for very little depending on your business idea. also depending on the scale of your business proposal you may want to start with a psd design. most investors are into the graphics
it is my opinion that you should try to start your web idea first. in internet business ive learned that not every good idea is a practical one. if you can get the site going you will know how viable you will know how practical your idea really is.

I would have to agree with MillionClarke with his post, when it comes to web design it can be a complex project especially if Java is involved depending on your project.

Watch out then, if u are not aware, php is hard to scale on large levels, not only technologically but it is expensive. If this is a site that plans to handle alot of visits and constant users, then straight php is not the way to go.

there are numerous options you could leverage in fact to get you off the ground quickly - two i can recommend:
1. shopify is great (a bit pricy)
2. zencart (requies soms customization but there are heaps of people that know this and developers are relatively cheap)
