Where to start with ad based websites

I have a website that I started a few years back with a friend who was decent with web design. Our site was kind of a pilot site in our local market to test to see if it would actually work and could actually bring in companies. My friend left his share of the site to me as he got frustrated with a gliche we had on the site and didn't want to deal with it anymore as he took on a new career in a different state. I had the idea for the site and future branches this site could get into. The pilot was working well until we had the gliche. We didnt have a lot of money to fix the gliche professional and I still dont. I would like to use the pilot site as a blueprint for a site that can be expanded to easily accomadate a national audience. I have no idea where to go or how to start without any capital. I dont want to be one of those guys that looks back in ten years and says "if only i would have pursued this idea." I know it will work but I need someone who will also believe in it and has the means to get the final product to the masses. Someone who would be interested in a partnership. If anyone can help or knows where to start with these please let me know. Thanks!!!
