-Where's a good place to get my design started and printed on the shirts and jackets
-should i buy the clothes plain then get a place to print the design on them?

Go to t-shirtforums.com. Trust me. You can find designers and printers there at a fraction of the cost of one of the major printers like custom ink and spread shirt.
