2. he was selling business to business. not to individual

im guessing if you sold cleaning supplies to Jane Smith you would need a license??

wondering if thats a state law? federal law? i want to open a branch in Pennsylvania with a similar idea. not sure if im treading on thin ice. should i retain representation?
