    License?

If I wanted to make tee shirts but design it while incorporating cartoon characters would I need to get a license to do that? If so, how would I go about doing that?

are you referring to copyrighted/trademarked cartoon characters? If so, good luck. Most companies don't give rights like that.

But if you wanted to try, you just need to contact the companies than own the rights to them.

You're right that companies don't give rights like that, but they DO sell licenses for the use of their trademarks and copyrights.

There ARE certain uses of trademarked or copyrighted items that do not amount to trademark or copyright infringement, but you should speak with an attorney to determine whether your proposed use would require a license. To avoid legal trouble, it's ALWAYS best to 1) consult an attorney, and 2) err on the side of conservativism, especially in light of the costs and resources associated with defending an infringment case.
