    Depends on the industry
Some indian industries enjoy a comparative advantage (i.e. IT) which makes them more favorable to new venture creation and startup ecosystems
Other indian industries are at a competitive disadvantage (i.e. financial services), so there are no existing ecosystems for these startups and therefore it's very hard to get shops off the ground
....this is the same in all countries
It's quite easy to start a mining company in Australia (unlike in India) and it's pretty easy to do tech in bangalore (unlike in Australia)

Akula is right. It's what industry your country is efficient in. It's also what resources your country has available for them. Resources can be from loan availability for start ups, natural resources, transportation, skills and education of the population.

The answer to this is straight out of your Econ 101 textbook: comparative advantage. Specific examples have already been discussed above.
