If I start a part time business would I have to go through all the legal procedues of a fulltime business?

I'm 17 years old and I'm certified as a personal fitness trainer. I'd like to start my own business- working part time b/c I'm a full time student. Would I have to go through all the procedures of starting a fulltime business?

    Thank you for the help

    P.S.
I know I'm going to need insurance.

That depends on how you mean by procedures for a full time business. In my book, a business is business regardless of how much time you invest and should meet all necessary criteria and guidelines. For a small business, and depending on the type of business, you would need license, capital, leased space, insurance etc.
