How do I get people to join my Forum?

I created a home energy forum where people can discuss all types of home heating fuels (oil, pellets, propane, firewood, green energy, etc..) and prices. What is the best way to get people to join and contribute their thoughts and ideas?

A few things to get you started would be :

Register in major search engines
Get listed in relevant directories
Consider Pay Per Click Search Engines (if budget allows)
Have interesting content.

See if you can get environmentalism classes at local colleges or where your friends are at school to have the class post comments. This will spark some educated debate and hopefully get a lot of interesting topics that will not only encourage more people to participate but will help you pop up on search engines.
