How do I form a Shell Company in the Cayman Islands?

The Cayman Islands is a territory of England...so am I setting up a company in england or in the Cayman's ?... and how do I go about doing this?

I assume I dont have to live in the Cayman's for this to work, as the Island has over twice as many registered businesses than they have people.

I don't do Cayman anymore. Too risky. Just a couple of months ago there was a news article about 4000 businesses that used the same address in Cayman. For my clients, we primarily use Belize, Cook Islands, Nevis, or Panama. And the answer to 'how?', is you hire someone who can properly advise you on this. This is DEFINITELY NOT a DIY project.
