Can we outsource Web programming and designing.

I have a great idea of a much needed internet site but i know nothing about web administration and other computer related stuff such as designing and programming and i want to out source that part. but the problem is i don't know how i should evaluate their work and how much i should pay them or what percent of the revenue should they pick.

The price of programming can vary according to the complexity of the site and how much maintenance it will need. If you have an idea of the functions of the site a programmer can be found at a site like this one. These programmers would let you know what price and time frame they think is reasonable.
