What licenses/ forms must I fill out for a pixel site?

I am interested to know what licenses/forms I would need to open up a pixel advertising page?

#1 Just a simple tax form assuming you made money from the operation.
#2 You won't make any money from it. it's been done thousands of times.. it just won't happen.

There was actually an interesting site/idea I saw, I would never do this, but it was presented at my college entrepreneurship club, of which I only attended the first meeting after learning they were going to start a franchise of pixel advertising for local companies. When I say start a franchise I mean give 40% profits to the people who "came up" with the idea and the super intense coded website (I almost we my pants)

Anyways you get a bunch of college kids to go around town and beg companies to buy ad space on a pixel board, in effect companies are basically throwing their money away, donating to poor college kids.

Anyways, here is the website: Wacoboard
It makes me sick they are actually making good money, but the companies are getting shafted.

A DNR "Do Not Resuscitate"... This idea is so dead that you'll need one

If you want to do this, which I think it's has been done many times. You could always put a new spin on it, like leasing pixels out (then their is constant money coming in, rather than one time). I have a great domain available for lease right now called PixelsForLease.com. If you are interested in leasing it, please let me know.
