As far as I know Hookah is perfectly legal in the US. So long as you are only smoking tobacco. There is a Hookah bar across the street from campus here that does pretty well. So I would find a location like that with lots of potential customers very nearby. Young people (your market) are notoriously lazy, even when it comes to leisure. Also, this guy sells hookahs, coals, tobacco from the shop too bring in extra revenue. My last tip would be to have some kind of gimmick one night a week. This guy uses belly dancers.

That's interesting. We have a hookah bar right around the corner from campus here. About 15 - 20 different flavors. I love it.

It is also a good restaurant serving Mediterranean, Indian, and American dishes.

Be sure to look up regulations of smoking in your area. I know here it is illegal to smoke within 10 feet of any public door. So be careful of things like that.

As for legal paperwork, it should be a pretty straight forward process. As for the tobacco be sure to shop around for variety, quality, and price. These are very important things.

Do what the bong shops in San Francisco do and call the marijuana "wacko tobacco". As long as they don't notice the smell, it's legal. I've seen a place that had a big carving of a marijuana leaf under a sign saying "we serve special tobacco".
