I don't understand how you can guarantee the numbers of purchased fans. Are these people actual friends of yours that you're spamming? Please explain in further detail as I am very interested in this for a viral campaign.

Are the fans targeted for the specific fan page? In other words for a fan page directed towards Moms would Moms be targeted using this service? There is no sense having a ton of fans if they are people who have in interest in your site.

I would say so long as the fans are interactive and would help grow your page, it would be worth it. I know that organic fans are much more likely to share and promote your page, which will lead to more customers.
