heidrek, you might want to change the site you're using to gather domain data - it doesn't seem to be giving you accurate information.
As others have said, this isn't that unusual. PageRank is designed to tell Google how important a page is... in its given category or field... (this page's category being mortgage refinancing) This page has a great domain, I mean it has the keywords right in there. It has been optimized and it is an old and established domain. (Even if it is ugly as sin...)
I think this site could become a PageRank 5 or 6 if the owner of the website really wanted to and gathered some worthy backlinks from other relevant websites.
