There's a huge huge difference between advertising and marketing. Have you tried leveraging the press? It's free to get them to write an article on you...you just need to hook them with a great press release.

I would brand your services. Are there any events you can get a booth at? Any community websites you can advertise on and create a logo so people remember you? Make it fun and keep people interested.

You might also want to look into doing some cross-promotion with a doggy day care, dog groomer or vet's office. If you have independent local pet stores they may let you post some flyers in their shop too. You could also post on Craig's List.

If you do want to spend money on paid advertising a local print publication might make sense. Does your town have an alternative free weekly? If the ads are too pricey see if another company will share the cost with you and you can split the ad. A dog groomer or dog daycare might be the kind of company to split the ad with.
