I just found it a few days ago, and it seems to be a great FREE tool for twitter to help find more people like yourself!
It is based off the rule that everybody knows somebody, and so on.
it is called Tweetergetter
It is FREE andvery simple. It will help you out in onluine marketing and is a great tool for the novice or seasoned veteran!!

Aren't all these Twitter Scams getting annoying? 4bajillion followers in 3 days- make tons of money doing nothing. ugh. i feel bad for people that get sucked into that junk.
