There are a lot of ways to find good graphic designers. The easiest way would be to hire a freelancer who's portfolio you admire and someone who has design skill that can communicate well in your market. Sites like crowdspring let people compete for your project. Also, google sites with articles on finding the right designer: Need a Graphic Designer & How to Hire a Design Firm. Designers are scattered all over the place. It's not easy to find one within your budget and has all the qualities your looking for.
In the end you want to work with someone who is competent, and can communicate well with you so that you can work with them to accomplish your design goal.

If you are looking for help with that then you might also want to try elance.com or other similar websites that have a list of developers from all over the world. You will find it easy to use since there are a lot of reviews and information on each company or individual to make a sound decision for yourself (depending on your choice, needs and budget). I would find a site you like and get in contact with the admin. If you are a designer and looking for ways to get more customers go door to door. I found a lot of local business want a website but dont actively look for one as they are scared it will be expensive and confusing. When you turn up at their door and spend a little bit of time showing them the advantages and its worth it most of the time they will buy.

Find a freelancer you can trust and communicate well with. Most times a freelancer will give you a better deal for a beter website.
I dont think you should contact an admin of a site you like, like someone else mentioned. There are too many cons to that. The person may not have built it. They may not be able get a hold of the one who built it. Or worse you may find your self working through 2-4 people just to communicate.

Freelancer, go by their portfolio degrees mean nothing if they can't be creative and produce what you need.

All of the replies here have good ideas, and I wanted to add another one - just ask! Ask your friends, neighbors, colleagues , etc. If they've worked with someone good, you can easily get their recommendation, as well as a good level of confidence that they'll be easy to work with.
Secondly, if there's a site that you really like, take a look down in the footer, or on the 'about' page - oftentimes, the designer will have a credit link back to their portfolio.

You can use services with ratings or feedback so you can also view their portfolio and see if their design style matches with you're taste.

Best results were always with referrals. Happy customers will pass your information along to their friends and colleagues. So if you're a designer, listen to your customers and go above and beyond their expectations and they'll be your number one sales person. Don't overcharge. Your clients shouldn't pay for on the job training if you don't know what you're doing. "High-priced" designers are not really expensive. They typically can get the job done in fractions of time, with better results. So don't shy away from someone that charges $100 per hour or more. They will end up saving you money with quicker turnaround time, nicer designs with higher response rates, and cheaper printing prices because it was designed properly for professional output.
Ask printing companies if they need or have designers. I own AngelPrint.com, and we have our own in-house graphic designers, and freelance designers that we work with. It just depends on the scope of the project. Quick simple projects are typically done in-house with discounts due to clients ordering printing along with the design. And a printer likes to turn jobs around quickly and move on to the next project. More complicated designs require more attention, and a professional freelancer is a good choice for these type of projects. A freelance designer typically can recommend a good printer, and a printing company can usually recommend a good graphic designer.
Finally, really complicated design jobs/projects for large corporations are a good fit for graphic design firms. Graphic design firms are more expensive, but they have a team of designers that each have specific expertise. And a team can produce designs quickly with better results. In this case, you get what you pay for... experts in design, print, marketing, advertising and pr.
Your decision should be made based on your specific business model and marketing needs.

It really depends, freelancer or agency depending on what you are looking for.
Many large corporatations will use freelancers for ad hock jobs and small businesses may use graphic designers.
The important things to look our for are:
1/ Does the graphic designer know anything about your industry/product
2/ Are they local
3/ How do their prices compare with other agencies (comparing quotes is always advised).
