So for the time being I should keep my budget high for more advertising till I have a running site.

Remember what your main concern was in trading links - making sure that the site you're trading with had an image that would benefit, or at least not hurt, your site's image. Clearly, the owner of another site is thinking the same thing, so he or she is not going to waste their time until you even have a site to review.

What if your site is ranked higher than the other party's? I can understand the advantage for lower ranked site.

Traffic is good, but there are obvious disadvantages.

You must consider the co-branding factor.

Co-Branding is very important. Its wise to stay within your market, when exchanging banners (links).

All reputable advertisers will see if they fit into your ad model. If they don't like the other brands on your site. They'll bounce.
