Templates
I see many sites that offer free website templates. Can I change the color of the background on one of these templates, say from blue to red?

and whats the difference between a flash and html template?

Sure - you can change it if you edit it yourself.

Flash and HTML are 2 different programming languages.

Flash is well, flashier, but it takes longer to load than HTML.

Regarding Flash & HTML - The Difference

Regarding changing the colour schemes on templates, this is allowed as long as you still provide a link back to the site the designer put in the footer. Unless the site owner has stated that this can not be modified, then you can't modify it
